Theres an online simulator for the TCG! https://www.digi-tcg.online. This is a fan made simulator. You have to manually do effects and it's a little glitchly but fun to play against different decks. The Discord for this sim is full of volunteers helping to further build and code it. It's awesome to watch.

PTCG effectively punishes you for wanting to evolve, Digimon rewards you. Pokémon TCG should definitely take notes. The memory mechanic i think is the most interesting part though. Wholly agreed! The memory gauge is a fantastic mechanic and while it's not unique to the Digimon Card Game, it's a very good mechanic that was implemented well in it.
