Handing the Trump administration a second straight day of losses against its promise to end congestion pricing, a judge ruled this week that New York must be allowed to indefinitely keep tolling drivers below 60th Street in Manhattan.

New York's congestion pricing raised $159 million, but the Trump administration is still trying to shut it down.

Congestion pricing involves using electronic tolling to charge vehicles $9 for entering Manhattan’s Congestion Relief Zone to reduce traffic and raise money for public transportation upgrades. One of the main federal arguments against the plan is that the congestion pricing toll rate was set mainly to raise money for the MTA.
