Angela Parks was hit by an SUV fleeing police in August 2020, and was left a quadriplegic before dying 18 months later.

The family of a man who was killed last year in a West Side shootout with Chicago police officers has reached a tentative $1.25 million settlement agreement with the city. The settlement proposed by city attorneys for the family of Dexter Reed is still subject to approval by aldermen.

According to the Wake Forest Police Department, an officer spotted a motorcycle with no license plate around 9:21 p.m. near the intersection of South Main Street and Carter Street. When the officer tried stopping the motorcycle, the driver, identified as a woman, drove away.

The settlement agreement also would include "non-monetary relief" that would set new restrictions on traffic stops for the Chicago Police Department, sources said.
