Tulsi Gabbard won Senate confirmation as director of national intelligence Wednesday and Robert F. Kennedy Jr. also neared approval as President Trump continued to rack up cabinet wins.

Ms. Gabbard adjusted her position on warrantless wiretaps of overseas communications. She promised not to oppose reauthorization of the measure, a key switch in time that reassured Senator Tom Cotton of Arkansas, the Republican chairman of the Intelligence Committee, and Senator Todd Young, Republican of Indiana and one of the fence sitters.

Tulsi Gabbard, President Trump's nominee to serve as the director of national intelligence, will testify Thursday morning at a confirmation hearing before the Senate Intelligence Committee. The 43-year-old former Democratic congresswoman from Hawaii and combat veteran would oversee the nation's 18 spy agencies.
