LOS ANGELES—Two rocket launchers turned into the Los Angeles Police Department as part of the city’s gun buyback event appear to be anti-tank weapons from the military, experts said.

The rocket launcher itself is assembled out of off-the-shelf pipe and 3D printed components. An Arduino Uno runs the show, hooked up to a Bluetooth module and a laser rangefinder.
