To move the User Profile picture from the Title bar to the Toolbar using Microsoft Edge Settings, click on the three dots on the right side of the Toolbar. Go to Settings and click on Appearance.

It will only have access to Windows user profile folders. That includes most things in your \Windows\Users\<name> directory including your Documents, Pictures, Videos, and Downloads folders.
