Cassels Street is the only way for vehicles to get to the Britannia Water Purification Plant in Ottawa. Stakes have been pounded into the side of the road in case part of it ends up underwater.

The city’s 104-year-old purification plant on Lemieux Island is having trouble sucking up water from Ottawa River in the winter because slushy ice clogs a shallow intake pipe.
