The flag-raising ceremony took place Wednesday afternoon to celebrate Cape Verdean culture and heritage, as well as the 50th anniversary of the island nation’s independence from Portugal.

The incident was all caught on camera. The man dressed in black has been identified as 27-year-old Joey Marsden, of Manville. Witnesses say he began stomping on the Cape Verdean flag.
