Some municipalities are pushing back. Evanston prohibits move-in fees unless clearly tied to specific services, and Cook County’s landlord-tenant ordinance adopted a similar framework in 2021.
With the new law, the landlord is now obligated to inform the tenant of their right to a move-in inspection when the tenancy begins or within 14 days.
