You can get one with a scanner on it, but it costs as much as a car. On the lower end of plotters (and you're going to need a plotter to hit 36"), the T510 is also a good unit.

A large format scanner would be great, but one getting the right colors is most important. I've seen some 11x17 scanners from $200 - $3,000. Budget...up to $1,200ish...hopefully less??? Any thoughts?
