The officer approached the south end of Monument Circle where he saw Stephen standing on top of a Honda Accord waving a gun in his right hand and a "Free Haiti" flag in his left.

Officers found the man in the road, armed with a handgun, and loudly yelling while waving a flag. At 4:05 p.m., IMPD sent a tweet alerting people to avoid Monument Circle.
