Click Shape Outline again, hover the cursor over Dashes, and select the dotted line. The text box is now dotted. Go to the Insert tab and click the Text Box button in the Text group.

For less up-to-date Adobe Photoshop versions, you'll have to manually outline the subject in the foreground. From afar, you can see that Select Subject does a near-perfect job.
