Hi, I was in a similar situation like you. On enquiring, it boils down to two options. One: take your own car (not rental) or two: buy a package tour. Example: Harrison’s. The reason there isn’t just the 90-mile-beach is probably because it is not cost effective for the company and not many people want just the beach. A day trip is worth it because it covers the places of interest around that stretch. In summary, you may want to take the tour and then revisit one or more spots separately again in your hire car. Alternatively, skip the beach if the weather is bad and visit other places on your own. Hope this helps.
This ninety miles beach literally is a "highway" where cars can run (allowed) up to 100km/h. Probably it is unwise to let the dog free running and playing without leash.
