I don't remember see any signs that said you couldn't have electric motors in the gardens, however I only saw people walking and not all the trails are paved. Hope this helps.

There is a lot of walking.I also have bad knees and having replacements next month. The path is paved. It is fairly flat. There are benches to rest on. I pooped out and rode a little train back to the main building where the parking lots is. I could not go all the way through but I made it far enough that I felt like I got my money’s worth. I should have taken more bench breaks, but I didn’t. You need to eat at the onsite restaurant. It was some of the best food we had at Myrtle Beach. I’d go again, but take more bench breaks.
