I went in September so not entirely sure. my parents had sent me a video of the rain as it started since the end of Sept and not stopped yet. they told me areas had flooded. Winifred Beach is low down and in a dipped area so wouldn't surprise me if it was flooded at all. Sorry not much help!

Yes there are bathroom facilities, although not fantastic. There is no cost to go on this beach as it's public. You may however be asked to give a contribution towards making the road good although it needs proper tarmac but you're not obligated to pay. The food shacks MAY be open bearing in mind that it's boxing day!
